Assistant Superintendent – Marion City Schools

Duties:

Performance Responsibilities:

  1. Coordinates hiring of professional employee and support staff with other management personnel; cafeteria, custodial/maintenance, secretarial, instructional and non-instructional aides, etc. Assists in the coordination of the hiring of administrators, supervisors, and athletic and non-athletic supplemental positions. Coordinates the process of employee resignations, termination, and leaves.
  2. Processes recommendations for the discipline and/or termination of employees, assembling sustantiating information, and arranging and conducting, as needed, conferences and hearings.
  3. Manages grievances and cases which result in arbitration and mediation.
  4. Assists in negotiations with certified and classified bargaining units to arrive at a mutually satisfactory agreement on wages, hours and working conditions of employees represented by the bargaining units.
  5. Assists in the collection of data used in contract negotiations, including, but not limited to, wage and fringe benefit comparisons and comparative contract language.
  6. Coordinates contract administration with employee classifications.
  7. Maintains up-to-date District Policy and Procedure Manuals.
  8. Supervises the substitute system and coordination of Third-party vendor.
  9. Places advertisements, prepares mailings, and solicits applications for job openings via electronic and other means.
  10. Assists in screening and reviewing job applications and identifies candidates. Schedules and conducts interviews.
  11. Receives and responds to job inquiries.
  12. Develops and maintains a system of personnel records for all school employees in order to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfer, tenure, retirement, leaves, promotion, discipline, demotion, etc. Maintains an updated file of job descriptions and distributes them for announced job openings.
  13. Conducts benefit reviews, monitors sick leave bank, and certifies employee classifications and salaries.
  14. Monitors professional certifications and coordinates the processing of state credentials for professional employees.
  15. Serves as Compliance Officer for Americans with Disabilities Act.
  16. Develops the process and format for support staff evaluations.
  17. Coordinates federal and state employee surveys and reports (i.e. Equal Opportunity Employment, salary surveys, etc.).
  18. Conducts exit interviews of personnel.
  19. Manages compliance issues including, but not limited to, Title IX, Section 504, Right to Know, Affirmative Action, Sexual Harassment, etc.
  20. Attends School Board meetings and serves to actively improve communication, cooperation, and planning in the District.
  21. Processes conference and workshop requests for staff.
  22. Coordinates agendas for Labor-Management Relations meetings.
  23. Coordinates staff development for support staff.
  24. Serves as a member of the District’s Emergency Management Plan Team.
  25. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District.
  26. Any other duties as assigned by the Superintendent of Schools.

Essential Job Functions:

  • Represents the Superintendent at school and community functions when necessary.
  • Develops, interprets and implements the district’s certificated personnel program; coordinates the functions of the certificated personnel department with other departments; and serves as a resource person in providing technical advice and assistance regarding certificated personnel matters.
  • Supervises staff members assigned to the certificated personnel department; is responsible for their selection, in-service training and evaluation; and prepares and administers the departmental budget.
  • Develops and coordinates certificated staffing procedures; maintains a position control system to assist in projecting certificated staffing needs; and processes transfer, leave and retirement requests.
  • Oversee district efforts to apply for state, federal and private grant opportunities that will enhance the district’s instructional offerings and practices.
  • Insure integration of technology into all curriculum and instruction areas.
  • Oversee district efforts to differentiate instruction for students.
  • Oversight and support of Directors.
  • Assist with day-to-day management of district duties.
  • Work with the directors to oversee the design and implementation of programs and practices intended to eliminate the achievement gap.
  • Work with the MEA and in negotiations, interpret contract language, solve grievances and build a solid working relationship.
  • Attend the regular meetings of the Board of Education and make such recommendations and reports as the Superintendent of Schools or the Board of Education may request.
  • Serves as a liaison between the Marion City Schools and other community agencies and institutions that serve school children and/or staff members.
  • Performs additional duties as delegated by the Superintendent of Schools.

Additional Performance Responsibilities:

  1. Oversees the operational performance of the district through managing financial resources, developing and evaluating staff, and maintaining records of human resources, facilities and compliance with general school operations.
  2. Manages the district operations team which consists of building operations, maintenance, custodial services, food services, transportation, printing and technology.
  3. Responsible for all human resource matters that relate to non-licensed and classified staff.
  4. Works closely with principals.
  5. Evaluate other administrators including principals.
  6. Oversees school safety roles and responsibilities.

  • Ability to establish and maintain productive working relationships with staff, fire department, police department, business associates, and general community.
  • Ability to work on multiple tasks and prioritize appropriately.
  • Ability to recognize areas of concern relating to human capital and school operation issues and propose or recommend appropriate solutions to problems.
  • Ability to communicate effectively.
  • Ability to exercise initiative and make independent decisions to reschedule work to meet deadlines or to effectively handle emergency work.

Physical Demands:

  • Occasional travel to School District offices, buildings, classroom and grounds. Occasional traversing throughout various buildings.
  • Often sitting for extended periods.
  • Standing for periods of time.
  • Moderate lifting from 15-30 pounds. Some moving of various items – up to 30 pounds.
  • Manual dexterity to use office equipment. Repetitive operation of computer keyboard.
  • Sensory Abilities: Ability to communicate effectively in all aspects of the job. Work Environment: Generally, office setting year round. Temperament: Ability to work as a leader, coordinator and a member of a team.

 

Experience Required:

Qualifications:

 

Appropriate licensure, successful experiences as an educator, demonstration of leadership, central office and building level leadership preferred, experience and previous Human Resource experience highly preferred.

  • Superintendent License or in progress
  • At least 5 years’ experience in a leadership role at a building or district level
  • Experience working in an urban school setting strongly preferred
  • Excellent computer skills including proficiency with Google Docs and Microsoft Office Suite, particularly Word, Excel and Access
  • Able to build and maintain positive relationships with all stakeholders involved with the district
  • OPES and OTES credentialed

  • Ability to perform the above responsibilities at a high level.

Experience:

  • Demonstrated success leading reform efforts.
  • Prior supervisory experience and demonstrated ability to manage staff including experience managing cross-functional teams to develop and implement systems and processes to increase the effectiveness and efficiency of a high-performing organization.
  • Prior experience ensuring legal and regulatory compliance are maintained.
  • Prior experience in goal setting, monitoring and evaluation of department leaders.
