Chief Finance Officer – Cleveland Metropolitan School District





  • develop policies and procedures for the financial aspects of all school operations;
  • prepare tax budgets, annual financial reports, statutory reports, and monthly statements of the District’s financial status;
  • manage and monitor budgets, financial records, audits, and accounting requirements with impeccable accuracy and timeliness;
  • track major programs and initiatives to document expenditures and outlays, consistent with standard accounting practices;
  • work with the CEO to prepare the tax budget and annual appropriations;
  • supervise and monitor day-to-day financial reporting, including but not limited to budgetary accounts and monthly tax statements;
  • direct, supervise, and evaluate the Treasurer’s Office staff, consistent with the highest standards of professional conduct and fiduciary responsibility;
  • develop and oversee standards, metrics, and systems to ensure quality control, cost management, and timeliness for all financial functions within the schools, especially functions related to payroll, budgets, and insurance matters;
  • ensure that schools are in compliance with all government regulations,, and that all records are maintained and reports submitted appropriately;
  • research and implement best practices in customer service, financial administration, and business management;
  • shape processes to optimize operating efficiencies and productivity at every level;
  • work collaboratively in data gathering and analysis for purposes of grant and foundation application and other resource generating activities; maintaining accessible, reliable financial data to support applications for sponsorships and other district-wide fundraising initiatives; and,
  • ensure that technology and telecommunications systems are utilized to provide accurate, timely data for the District to use in its planning processes.


Experience Required:


  • Master’s degree in Business Administration, Management, Finance, Organizational Development or related field, a valid Treasurer’s Certificate preferred but not required
  • One or more accounting certifications, including but not limited to CPA or CFA certification, are preferred, and any additional certification as required by State of Ohio and District laws and policies
  • Track-record of operating successfully in a demanding administrative situation in which seamless financial procedures were the benchmark for success
  • Ten years of progressively responsible financial experience in a corporate or public sector environment, directing the financial operations of a major enterprise with exacting standards and high-stakes outcomes
  • A proven track record of managing continuous improvement
  • A sense of urgency and optimism around instituting the change agenda and a defined sense of how sound financial management will contribute to the overall success of the transformation process
  • Knowledge of the Ohio Department of Education’s financial systems
  • Exceptional fiscal skills and resource-generation skills, including the ability to contribute to long-term district financial planning, participate in complex bidding processes and facilitate the flow of sponsorship dollars into the District
  • Aptitude for managing a multitude of daily administrative details without losing sight of larger strategic goals
  • A passionate commitment to quality and a drive to proactively avert problems and improve systems
  • Willingness to work long hours and the resourcefulness to accomplish great things within a limited budget
  • Expert communication skills that facilitates communication of complex financial information to the general public
  • Outstanding negotiation and troubleshooting skills, with the ability to address contractual and compliance issues, based on their financial impact
  • Enthusiasm for both the creation and hands-on management of effective financial processes
  • Flexibility, resilience, tenacity, and sound judgment
  • High personal and professional standards, and a reputation for honesty, integrity, and fiscal responsibility


Working Conditions/Physical Demands

  • Expected moving, walking, and standing consistent with an office environment and occasionally lifting up to 15 pounds
