Essential Functions include but are not limited to the following:
Supervise and evaluate HR team, Business Operations Manager and Safety & Security Operations Manager Identify, develop and implement staffing initiatives; ensuring operational alignment and support for District priorities Facilitate and support the District’s Ohio Improvement Plan in collaboration with designated committees Develop human capital strategies to improve operational efficiency and functions Monitor legislative activities that impact personnel administration; recommend policy and administrative changes in support of strategic initiatives Understand and communicate District policies, programs and goals; providing clarification to staff as needed Ensure implementation of all BOE policies, state and federal regulations and negotiated agreements Monitor emerging staff needs; identifying staffing concerns related to recruitment and retention Analyze and interpret staff survey data; providing recommendations for capital improvements Ensure alignment of District resources to the Treasurer’s 5 year forecast while maintaining fiscal responsibility Work in collaboration with District leadership to create and sustain a culture in which employees feel appreciated, supported and engaged Provide leadership in the development of short and long range plans for Human Resources that align with and support a positive culture and diverse workforce Oversee the development and monitoring of the evaluation processes for employees Develop and administer employee bargaining agreements outlining policies, procedures and benefits Administer and interpret provisions of the negotiated agreements; supervising contractual grievances Consult with and advise the Superintendent on final employment decisions preparing recommendations for submission to the Board of Education Plan, develop and administer staff record-keeping procedures as it relates to certification, seniority, longevity, tenure, benefits and attendance Oversee recruitment, supervision and allocation of substitute positions Conduct orientation and onboarding programs for new employees Serve as a resource to District administrators; providing counsel on all personnel matters Oversee Title IX, Worker’s Compensation, FMLA, benefits, recruitment, job descriptions, disciplinary proceedings, negotiated agreements, staff policy changes, evaluations and staff reporting Promote and monitor equity and inclusion of personnel within District schools Assess district policies and practices to ensure they reflect the state and federal mandates; ensuring operational alignment to the District Strategic Plan Prepare and distribute district staff vacancy notices and advertisements for the purpose of soliciting applications Attend BOE, Executive Cabinet, Cabinet and District team meetings as directed Serves as a member of the Superintendent’s Executive Cabinet
The Springfield City School District is seeking a Executive Director of Human Capital.
The successful candidate will possess the following Minimum Qualifications:
Valid HR certification; HRCI, SHRM or pHCLE preferred Master’s Degree or higher from accredited college/university with emphasis on personnel administration Minimum 5 years administrative experience in human resource management Experience using data to track trends, predict future conditions and adjust practices to meet goals Demonstrated written and oral communication skills Knowledge of personnel laws and regulations Demonstrated ability to provide consultative guidance and expertise for personnel management, organizational structures and human capital development
Wage or Salary: Starting salary is in accordance with the negotiated agreement, increases with education Approximate Work Hours or Days: 234 days per school year
